It has emerged that the Dublin Airport Authority knew about a security failing for over a month, but failed to resolve it properly.
An EU audit has highlighted two problems at the airport, one of which has been resolved while another is being addressed.
There will be increased security measures as a result, but the Minister for Transport Leo Varadkar has said this should not lead to too many delays for passengers.
Minister Varadkar said: "This is a very serious matter and a full investigation will be launched."
He also pointed out that there will be consequences for those at fault.
Mr Varadkar said: "In one case it was a new rule that only came into force on the first of April which made it a little bit difficult for us.
"In addition to that, there was an audit just over a month ago which did raise some issues and they ought to have been dealt with in the month gone by, but they weren't dealt with to the satisfaction of the European Commission.
